We experienced a loss of service at approximately 4:02pm. After a graceful restart failed to bring service back online, the dev team instigated a hard restart which restored services. All services were back to normal levels by 4:16pm. We are still investigating the causes of this incident, but all signs point to an Azure platform issue. We apologise for the inconvenience.
